”Lot Splits”
Property owners who wish to ”split” or divide a parcel should first contact EAWSD to obtain approval for potential water service to the new lot and, if approved, to obtain an agreement for EAWSD to furnish water service to the property.

Once this agreement with EAWSD is completed, the homeowner/contractor would typically contact the Santa Fe County Land Use Department  for the land use requirements. From there you will receive guidance on how to process your lot split for approval by Santa Fe County.

Developments and Subdivisions

To obtain water service to a potential development, or subdivision of commercial property and/or more than one house, the developer should first contact EAWSD to make the Request for Service. Requirements to the Developer for EAWSD to furnish water service to a new development, or subdivision, can be found in EAWSD’s New Water Service Policy (NWSP).  To obtain the service, the Developer must enter into a ‘Development Agreement’  (DA) with EAWSD, which will specify:

  • the number, type, and location of the proposed connections
  • the amounts of water to be furnished
  • infrastructure to be installed by the Developer
  • water sources, water rights and/or fees to be furnished or paid by the Developer
  • projected schedules, and
  • other requirements.

The signed DA must be approved by the EAWSD Board of Directors. Upon Board approval, the DA can then be executed for furnishing water service to the specified development or subdivision.

Typically, while the DA is in progress, the Developer will contact the Santa Fe County Land Use Department for the land use requirements. From there the Developer will receive guidance on how to process the development or subdivision through the various departments, planning groups and agencies.

New Water Services Policy
The New Water Services Policy and its appendix provides detailed information for developers and other property owners who are considering construction of a house, several houses, or commercial property in the Eldorado area and require water service.  The information is also useful to homeowners considering property ’splits’ or division.

Buried Facilities  
Whether you're an excavating contractor installing pipelines or a homeowner putting in a backyard spa...call OMI at 466-1085. The OMI staff will mark water lines up to your meter. Recall that locating water lines between the meter and your home is your responsibility.

It is recommended that you also contact call New Mexico One Call, (505) 260-1990, at least 2 working days in advance. Utility companies with buried facilities in the area will respond by marking the location of the underground lines they are responsible for. There is no charge for this service. Note that EAWSD is not currently part of the New Mexico One Call system.

Fire Service
Water service may be provided by the District solely for use in fire hydrants or fire sprinkler systems from lines or laterals connected to the District's water mains. If you are interested in Fire Service Only, please contact the Business Office for more information.
